Captain Encarnación Samaniego. Merchant Marine Captain and Nautical Engineer with a Masters Degree in Business Administration and Human Resources. Experience includes: Training Officer of the Panama Canal Commission, Coordinator of Operational Communications and Navigational Regulations of the Panama Canal. Former Director of the Seafarers Directorate of the Panama Maritime Authority in charge of the Implementation in the Maritime Administration of Panama of the 1995 Amendments to the STCW 78 Convention. Captain Samaniego is a Professor of the Nautical School of Panama, Professor of the Maritime Masters Degree Program at the Universidad del Istmo (Panama) and former Governor for the Panama Maritime Authority of the International Maritime University in Mälmo, Sweden.
