Former Deputy Director of the National Port Authority and First Administrator of the Panama Maritime Authority, governmental agency that integrates the National Port Authority, the Administration of the Merchant Marine and the Seafarers (including the Nautical School of Panama) and the Management of the Coastal and Marine Resources of the Republic of Panama.
Professor of Port Planning for the Maritime Development Program at the National University of Panama. Former Representative of the Republic of Panama at the Meeting of Transportation Ministers in New Orleans, the FAO Meeting of Fishing Ministers in Rome and the Meetings of the International Maritime Organization (IMO) in London.
Former Vice President of the XXI General Assembly of the IMO, President for Latin America of the American Association of Port Authorities (AAPA) and President of the Central American Commission of Maritime Transportation (COCATRAM).
